Charity work can be a great way to get some exposure. The only problem is when you get small organizations asking for pro-bono work. You aren't likely to get the same after effect from that sort of work. But, if it is a organization you feel strongly about it usually feels good to do the work regardless of the outcome. So i've offered packaging that includes, business cards, websites, and even marketing materials such as t shirt designs to help bring money back into their company. Once the profit margin is discussed from T shirt sells etc etc they have no problem putting up money for their web project. I try to cater to the businesses that are just starting /non profit sectors and so on.. people that may not have a large amount of cash flow YET they may have a broad network of people. I noticed if a person has a good deal and feels they've received well over what they've expected will not hesitate to tell others. I used to hustle craigslist and so on ..but now i'll send an email to see if things are okay with my former clients and they usually are like HEYYYY i have someone that's looking for a website, or flyers.. and it rolls from there.
